Title Regional Programme Coordinator - Pretoria
Description Job Purpose: To support and facilitate the effective development and impactful implementation of programme activities and initiatives across the region, by providing the highest quality technical programme management support and standards Dimensions Use high level research, analytical and project management skills to support programme development and implementation Provide specialist advice and skills within the organisation and develop external recognition of expertise Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis and communicate complex information to a wide audience Coordinate and facilitate the development and implementation of agreed plans or strategies Help shape local level objectives and plans contribute to departmental/broader program strategy and can involve collaboration with other departments Strong information assessment and sharing role, supporting the implementation of latest thinking into programme activities Participate in appropriate lobbying and advocacy work, to improve external awareness of Oxfam activities Influential role with considerable external representation and relationship management responsibilities, proactively engaging with a range of internal and external stakeholders and practitioners Role is independent and variable, with well-defined targets and/or minimum standards, requiring effective management of non-routine management tasks Decision-making requires significant levels of judgement based on technical and management experience Strong focus and impact on partnership management, expected to build and maintain strong relationships with partner organisations and relevant associated organisations The Southern African region has a significant number of critical countries and programmes and is of strategic importance to Oxfam GB and Oxfam International, characterised by an operating environment that is potentially politically and physically insecure, with a high risk of humanitarian crises Key Responsibilities Programme Quality Development: 30% of role Work with programme staff, to develop their understanding of the underlying conceptual thinking of developing programme plans and activities within the Rights-Based and One Programme approach. Support Regional Lead Coordinators to develop their own understanding so they can reinforce and help programme staff implement these approaches within their speciality areas Develop a strong understanding of individual programmes, so that technical support can be tailored to suit specific requirements. Work with staff to embed the understanding that programme quality is based on achieving real impact and sustainable change outcomes, not just on adhering to procedures and standards Encourage integrated programme development, particularly reflecting the critical regional focus areas of chronic food insecurity, HIV and AIDS and Gender Lead on all activities connected to building capacity for project cycle management and programme quality. Organise training and assistance on the effective use of these tools and approaches, ensuring that all programme work is delivered to the expected standards Stay up to date with internal programme policy and procedures and external changes in technical programme delivery to make sure SAFs ideas and programme management approach include the latest thinking. Ensure country staff are kept fully informed of changing internal and external ideas and approaches Support programme staff to create and maximise the links between programme work and advocacy and campaign strategies and activities Manage and coordinate any regional programme, which impacts across all countries and thematic areas and requires a central coordination approach Contribute programme quality dimensions to fundraising efforts, potentially generating resources built on Oxfam's Ways of Working, Programme Quality and Learning Fund Partnership Support: 20% of role Develop a comprehensive understanding of Oxfam's partnership approach, adopting a strategic, proactive perspective on how to achieve partner led approaches to achieve sustainable change Assist countries to develop a comprehensive understanding of Oxfam's partnership approach and implement programmes that build viable, independent and self-sustaining partner organisations. Support the embedment of participatory approaches, attitudes and behaviours that enable the partnership approach to flourish Support identification, assessment and relationship-building with potential partners (operational, strategic and alliance-based), ensuring appropriate standards and relevant approaches are used for each partner arrangement, including assessing partner needs and creating appropriate capacity building plans, detailing tools and methodologies, performance and accountability requirements and evaluation approaches Monitoring, Evaluation and Learning: 20% of role Lead on the effective implementation of all monitoring, evaluation and learning activities to continually assess organisational performance against agreed results and recommend necessary action to ensure delivery is achieved. In particular, encourage attitudes and behaviours that enable a 360 degree accountability approach, focussing especially on downward accountability Ensure that staff are fully aware of and capable of using the full range of support tools, methodologies and resources (including the Programme Resource Centre) provided by Oxfam to enable more effective programme development and implementation. Support the development and implementation of training and capacity building activities and opportunities to assist staff improve their skills and competencies Create a strong internal network of regional staff with specific programme management responsibilities, and facilitate programme learning through sharing information and encouraging effective and inclusive dialogue and interactions, training, planning, documenting and communicating knowledge with a particular focus on cross-programme learning, both within SAF and across Oxfam Compliance and Reporting: 20% of role Coordinate regional reporting requirements and be the key link between Oxford requirements and regional responses. Implement a reporting focus of "quality not quantity" with an emphasis on outcomes and impact Provide regular information, briefings and reports for Regional Director and other senior managers on regional activities Support staff to adhere to all Oxfam's policy, procedure and process requirements, including the effective use of OPAL. Conduct routine compliance checks through country visits and online reviews and recommend improvements as appropriate Recommend effective risk management considerations and actions are built into all programme activities, to protect Oxfam's interests and operations Work with the Funding and Finance teams to ensure consistency of data held on the different management systems, particularly in relation to restricted programme funding arrangements and payments General Business Management: 10% of role As a member of the Programme and Campaigns Team contribute to the development and implementation of regional strategy and develop and coordinate operational plans to achieve the strategy Actively participate in the Oxfam networks and divisional teams relating to programme management, contributing to divisional and corporate projects and standards. Review, improve and lead the application of relevant policies and business processes in the region Skills and Competence Excellent knowledge of programme development and delivery approaches, tools, methodologies and best practices, including management information systems Knowledge of and experience with Oxfam programme management tools and systems, particularly OPAL is desirable Experience with different participatory monitoring and evaluation approaches Strong programme management and quality knowledge, ideally built on mature understanding of relevant issues derived from field experience, with ability to ensure quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance, focussed on outcomes, results and impact A particular understanding of Gender and HIV and AIDS and their intersection with poverty and suffering Experience of and thorough understanding of a "Rights Based Approach", including conceptual clarity of power analysis · Demonstrable understanding of 360 degree accountability Ability to engage and influence both corporate direction, contributing to and following it as appropriate and the ongoing development of programme policy and quality to enhance the impact of Oxfam's work Commitment to and good knowledge of working with a partnership approach across the spectrum of Oxfam's work, including innovative approaches to capacity strengthening Good knowledge of and experience with donor funding environment and good financial management skills, with experience of project budgeting and controlling financial risks Proven analytical and conceptual thinking, high level research, project management knowledge and skills and experience using participatory tools and methodologies for assessment, programme identification, implementation, monitoring and evaluation Strong knowledge of the Southern African environment and issues, desirably supported by personal exposure through having worked and lived there is desirable Politically astute, with high impact influencing and persuasive skills and personal gravitas to gain respect and build and maintain strong, credible relationships, with internal and external stakeholders at all levels Strong organisational and personal management skills, with ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through Excellent personal communication skills, in written and verbal English. Strong personal skills in training and presentations, facilitation and coaching, with proven experience in successfully developing others A high level of self-awareness, initiative, sound judgement, personal energy and flexibility Ability and willingness to travel for up to 70 days per year, and to work extra hours as necessary Relevant academic qualifications, preferably in international development, economics, politics, sociology or humanities, especially at post-graduate level is desirable Closing date: 30 April 2010
