Title Malaria Program Manager - Inner City
Description Closing date: 30 Apr 2010 Location: Nigeria Background on CHAI work in AMFm in Nigeria: Last year, the Global Fund to Fight AIDS, Tuberculosis, and Malaria approved the launch of an ambitious new initiative to increase access to malaria treatment around the world. Initially, the Affordable Medicines Facility-malaria (AMFm) will be available to 10 countries in Africa and Southeast Asia that account for more than one-third of the global malaria burden. The AMFm will begin operations in mid 2010, and to gain access to the Facility, interested countries have developed detailed plans and policies. The Clinton Foundation HIV/AIDS Initiative (CHAI), in collaboration with other organizations within the Roll Back Malaria Partnership, has provided technical assistance to countries in the application process and is committed to continuing this support throughout the preparation and implementation phases of the AMFm. We are accordingly seeking a highly motivated, and talented individual to work in Nigeria, to support the government, nongovernmental organizations, and private businesses in preparing for and launching the AMFm, and to collaborate with stakeholders on broader initiatives for ACT scale up. The Manager would serve for 2 years and be located in Abuja, the capital of Nigeria, with modest travel within Nigeria. Responsibilities: Support three Principle Recipients of the Affordable Medicines Facility-malaria (AMFm) in all aspects of preparing for and implementing this initiative, including but not limited to - Managing and executing an efficient grant amendment process to enable purchase of copaid ACTs (artemisinin-based combination therapies). - Requires facilitation of in-depth implementation planning meetings with multi-sectoral stakeholders, development of detailed pre-implementation documents for the Global Fund, and fulfillment of all requests according to GF standards - Ensuring mechanisms for monitoring and evaluation of the ACT scale up under the AMFm and reporting of results to national and international audiences - Transferring knowledge and skills to AMFm focal persons in all three PRs - Facilitating operational research projects to explore improved malaria diagnosis in public and private sectors; to support Cohort Event Monitoring of ACTs Contribute to the development of CHAI Nigeria’s malaria strategy and program by - Providing technical assistance to the government to develop locally appropriate policies to achieve treatment access targets, building on best practices from other countries. - Developing and implementing strategies to drive appropriate private sector engagement in the AMFm; this could include activities to ensure first-line buyer purchase of AMFm ACTs or to drive down retail prices of AMFm ACTs - Establishing leadership on AMFm technical assistance within Nigeria’s RBM partnership - Facilitating collaboration between public and private sector partners, including private ACT manufacturers and first-line buyers - Identifying additional bottlenecks or gaps in malaria control efforts through comprehensive quantitative and qualitative analyses - Developing a strategic internal plan and budget for CHAI to fulfill desired support - Exploring potential for CHAI support in quantification and supply chain management of malaria-related commodities Any other duties that may be delegated by the country director Qualifications: - 5-7 years of professional experience - Exceptional problem solving skills and analytical capabilities - Strong interpersonal skills and ability to build relationships with senior government, NGO and private sector representatives - Strong written and oral communication skills - Ability to work effectively in a challenging political and multicultural environment - Ability to multi-task and to be effective in high-pressure situations - Ability to absorb and synthesize a broad range of information - High level of proficiency in relevant computer applications particularly Excel, Powerpoint and Word Advantages: - Experience in management consulting and/or retail/supply chain management and/or relevant private sector experience a plus - Experience living and working in developing countries - Experience in working with malaria How to apply All candidates must apply online at: http://careers-clintonfoundation.icims.com/jobs/1585/job Reference Code: RW_7YYSLY-30
